Research on the System of Risk Evaluation Using the ETA

However, there have still been a number of occurrences of small fires due to inadequacies in our five basic safety activities (organization, orderliness, cleaning, cleanliness and discipline, hereafter, “5S”) and of worker-related accidents (especially those involving contact with liquids) due to a lack of hazard clairvoyance (hereafter, “KY”) necessary before the start of work. So, the importance of 5S and of KY is not recognized.

Yokkaichi Complex’s safety activities are audited and evaluated by Tosoh headquarters every November. After the 2011 accident, we added an expert (Professor Suzuki of Okayama University) to the panel of auditors. In the fifth audit since the start of safety reform activities, Professor Suzuki pointed out that, "The need for safety activities is not instilled in the minds of [plant] operators." Moreover, an external evaluation of 5S made us realize that the efforts at Yokkaichi Complex were not thorough.

Therefore, from October 2016, we implemented measures to thoroughly enforce the basic rules of Yokkaichi Complex plants.

  • Compliance with traffic rules
  • 5S activities
  • Thoroughness of KY before the start of work

In addition, the fundamental policy for fiscal 2018 is undergoing a fundamental review so as to to make it easier for employees at plants to become active.

I will explain compliance with basic safety rules at Yokkaichi Complex.
