a Real World Example of Monitoring Process Safety Metrics in a Refinery over Five Years

This paper illustrates the generation, and evolution of 30 Process Safety Metrics monitored over five (5) years in a Refinery. The aspects of spanning the leading, lagging and process performance dimensions as per Andrew Hopkins pivotal paper are discussed. The setting of targets and the reason behind those target values, the governance model employed to monitor the metrics and most importantly the actionable insights gained are shown. The process safety metric definitions and their intended consequences are discussed.

The metrics include API 754 Tiers 1 to 4 and cover aspects such as fixed equipment inspection, safety device inspection, PSM Processes and their compliance and performance. The verification and validation methodologies are detailed and the innovative use of an Operational Intelligence platform is shown.
