Abstract: Combined with the practice of HSE management system building and implementation of China National Petroleum Corporation (CNPC), this paper systematically expounds the meaning, significance and role of HSE management system audit as well as the relationship between HSE audit and safety inspection. Besides it analyzes the main problems and causes existing in enterprise HSE audit at present. Finally, it proposes specific countermeasures to strengthen HSE audit from the following aspects: improving the awareness of the importance of HSE audit, improving HSE audit system, preparing operable audit checklist, establishing an auditor team with high professional quality, constantly optimizing the ways and methods of HSE system audit and strengthening the application of audit results.

Introduction  HSE management system is a common scientific management method in international oil and gas industry. Its core purpose is to control enterprise HSE risks. It follows the principle of PDCA, and has the characteristics of achieving self-continuous improvement. Carrying out HSE audit is an important part of establishing and running enterprise HSE management system, and an effective tool of promoting the continuous improvement of HSE management. This paper analyzes the status and problems of HSE audit, elaborates on internal audit and proposes targeted countermeasures.
