According to Du Pont standard procedure, each site and/or manufacturing facility operating an HHP shall develop, within the framework of this standard, a PSM program suited to its specific parameters that embraces all the principles and essential features of PSM (Process Safety Management). U.S. sites that are covered by either OSHA PSM or Environmental Protection Agency (EPA) risk management programs (RMPs) must, as part of the MOC-P (Management of Change – Personnel) process, address personnel changes for the individual assigned with overall RMP responsibility and leadership and for individuals assigned with responsibility for implementation of specific RMP elements. Du Pont standard also guides sites shall also develop and implement criteria and guidelines regarding MOC-P to help ensure that minimum levels of specific, direct, process experience and minimum levels of staffing, knowledge, and skill in managing process safety are maintained within vital PSM roles and functions.

It’s important to maintain such minimum levels of direct process experience based on site hazards and complexity to effectively manage personnel changes (e.g., transfers, promotions, retirements, vacations, disability relief, and organizational restructuring) in key roles that are important for process safety program performance and continuous improvement.

This paper has as main objective suggest a decision flowchart MOC-Personnel (MOC-P), helping ensure that effective MOC-P processes are conducted involving changes to personnel in key roles that can impact critical knowledge (e.g. PT – Process Technology knowledge and expertise within the business, including technology guardians, MT resources, SIS guardians, and similar leveraged roles within the business or supply chain, where established (e.g., SIS guardians), as well as implemented for changes in organizational structures and key regional functions that may impact process safety (e.g., process engineers, information technology human resources [HR], engineering, and sourcing) and key leadership roles involving PSM within regional operations, including region operations directors, site managers, region supply chain-SHE leader, and regional PSM resources.
