For many companies, Management of Change opportunities ranks among the higher number of findings and observations of all OE processes. Additional experience has found that MOC is one of the more difficult process safety management elements to implement and to get and keep it right. But how can we improve MOC, improve leadership appreciation for what the MOC process is trying to prevent and help eliminate the "get 'er done" culture to make the change and document when we have time? Reimagine an improved overall MOC system, including people, tools, competency and efficiency.

Reimaging a MOC system would include:

  • MOC system(s) are more fault tolerant and resistant to circumvention or human error
  • Competent, knowledgeable personnel are involved upfront to decide what changes need to be put into the MOC process
  • Qualified personnel, normally independent of the MOC originator, review the request to identify any potentially adverse impacts
  • Achieve better results with fewer, qualified resources
  • Monitor MOC performance and efficiency in a practical way
