In 2004 3M Company developed an internal PSM metric with the intent of improving PSM performance and reducing serious fires in hazardous processes. This metric uses internal PSM requirements as the framework for a self assessment. Goals are established and achievement is published along with other EHS performance indicators. A paper on this topic was presented at the 2005 CCPS Conference.
In addition, the 3M internal chemical manufacturing group has developed an activity-based metric using key PSM activities. Activities such as Process Hazard Analyses PHA's and Management of Change (MOC) are used as positive indicators while past due action items and incidents detract from the index.
This paper will present how these metrics have positively impacted the PSM systems since 2004 and reduced the measured risk to the company. It will outline the lessons learned while developing and implementing a company-wide PSM metrics system.
