(47cw) Problems Encountered in the Development of a Process Safety Climate Tool

Following on from the successful launch of the Health and Safety Laboratory’s (HSL) Safety Climate Tool in 2010, Human factors specialists at HSL have been investigating the feasibility of developing of a process specific safety climate tool. There is an appetite in industry for a safety culture tool aimed specifically at major hazards and market research identified a gap for a tool that would enable the perceptions of workforce on process safety to be collected within an organisation. HSL have identified a number of key topics from the literature and market research to be included in a tool, these will be described. The paper will also discuss the challenges HSL have faced when developing a process specific tool with a valid/ reliable question set, and how this relates to the HSL’s SCT.
