(61a) Retool Your Psm Program for Efficiency and to Meet Multiple Management System Requirements

Many companies originally set up PSM programs rather quickly to meet compliance with the PSM standard. In fact, no formal management system was actually required. As PSM programs have passed the 15 year mark, now may be a good time to again take a look into retooling them as true management systems, designed for efficiency in managing chemical process safety and extracting the greatest organizational value. PSM programs are increasingly being integrated with quality, environmental, safety and security management systems. These include ISO 9001, ISO 14001, OHSAS 18001, the ACC RCMS and RC14001, the SOCMA ChemStewards Management System, and the new BSI PAS 99, among others. This paper examines how PSM programs can be redesigned and retooled to meet the requirements of multiple management system standards while actively searching to extract efficiencies in the process. PSM program efficiencies can be gained by considering all of the program elements and activities as processes that can be mapped and improved. Efficiencies can also be gained in terms of considering PSM activities and their impacts on the business in terms of the risks, re-directing resources from low risk areas to those posing the greatest risks and potential organizational benefits through management control. Finally technology and new tools can be utilized to extract additional value for the business. This paper captures current thinking and trends in the redesign of PSM Management Systems.
