These initiatives are also shaping energy strategies in Europe and Canada, making this a truly global movement toward cleaner fuels.
In this session, Beth will break down California’s Low Carbon Fuel Standard (LCFS)—a pioneering program that has been in place since January 2011 and continues to adapt to meet ambitious climate goals. She’ll highlight key milestones, explain the latest amendment effective July 1, 2025, and share insights on what these changes mean for industry stakeholders. Join us to gain a clear understanding of LCFS and its role in driving the transition to sustainable transportation fuels.

Beth Hilbourn is passionate about driving innovation in energy and sustainability. She earned her bachelor’s degree in chemical engineering from the University of Minnesota in 1989 and later completed her MBA at the Illinois Institute of Technology in 1996. Her career began in oil refining, where she gained hands-on experience at leading facilities including Exxon Baytown, Mobil Joliet, and Flint Hills Resources in Rosemount. In 2006, Beth transitioned into consulting, combining her technical expertise with a strategic approach to help clients succeed in both petroleum and low-carbon fuel markets. As a California LCFS Lead Verifier, Beth is committed to advancing cleaner energy solutions and guiding organizations through complex regulatory landscapes. She brings not only deep industry knowledge but also a collaborative mindset and a genuine enthusiasm for creating a more sustainable future. Beth is a licensed Professional Engineer in Minnesota and Texas.
