Francisco Tovar is a reservoir engineer at Occidental with over 20 years of experience in the characterization and development of conventional and unconventional hydrocarbon reservoirs; and the design, implementation and optimization of enhanced oil recovery processes. He earned a BS degree in Petroleum Engineering from Universidad de Oriente (Barcelona, Venezuela), and MS and PhD in the same field from Texas A&M University (College Station, USA).
