Management of Change – the Most Difficult PSM Challenge

One of the more difficult tasks involved in the Management of Change process is determining how to get the most effective Safety, Environmental and Technical review of the proposed change. After trying several methods at this Houston based chemical plant, a novel approach based on the type of asset involved with the change has been successfully implemented. The MOC process uses a series of questions and logic branches that can be used by even the most inexperienced employee to determine who needs to review and approve the change. There are several interesting anectdotal examples that illustrate how the process evolved and it is effectively used.
