(49c) Management of Change (MOC) Basics for Plant Engineers

The essentials of Management of Change (MOC) for plant engineers will be presented. The meaning of MOC will be explained and its central role in safe plant operation will be shown, including how it fits with other aspects of plant safety. The objectives of MOC will be discussed along with the general definition of “change” and the different types of changes. Examples will be used to illustrate. The essential elements of the MOC process will be covered including approvals, safety reviews, notification, training, and Process Safety Information (PSI) updates. Temporary changes will also be discussed. Special emphasis will be given to the critical role of communication in the MOC process and necessary management practices to assure that the MOC process actually works. The importance of MOC will be further reinforced by explaining potential consequences of not using an MOC process.
