Management of Change: During the last 3‐4 weeks, we have certainly had changes in
responsibilities regarding process safety with staffing levels and organizational structure. In order
to adequately assess the risk associated with organizational change, I would like to recommend the
CCPS guideline book: Guidelines for Managing Process Safety Risk During Organizational Change.
This guide describes the methodology of assessing risk called the activity map. The activity map is
not a checklist in the traditional management of change format. Rather it is an open dialog looking
at the responsibilities prior to the change and what process safety risk might be introduced by the
change. The map continues addressing the new organizational structure and repeating the process.
Management of organizational change in this time focuses on how staffing levels affect emergency
preparedness, how they affect stakeholder outreach in terms of mutual aid, how we continue
identifying hazards and risks in our HIRA process, our PHA process and almost every other element.
Thus we focus on management of change and focus on management of organizational change in
particular.
