Exposure to 10 kW/m for 100 seconds or 100 kW/m for 10 seconds may be a reasonable “severe impact” Level
of Concern for fireballs.
Toxic Dose – The combination of concentration and time for inhalation of a toxic gas that produces a specific harmful
effect.
In Risk Analysis, of primary interest is the dose that may result in fatality or severe injury (a severe impact). A “severe
impact” Level of Concern could be a concentration representing a fraction of lethality such as LD 01 or LD50. A “threshold”
Level of Concern where only mild human harm may result could be one-hour Emergency Response Planning Guidelines
level 2 or level 3 (ERPG-2, ERPG-3).
