Jim Lay, P.E. Jim is a Senior Process Safety Engineer in OSHA’s Office of Chemical Process Safety and Enforcement Initiatives, based in Washington, D.C. He is one of four PSM specialists in OSHA’s National Office writing letters of interpretation, developing emphasis programs, and providing support to OSHA’s field personnel on complex ChemNEP and other inspections. Prior to joining OSHA in 2008, Jim was a lead investigator with the U.S. Chemical Safety and Hazard Investigation Board for three years. He has 29 years of private sector experience in R&D, plant design and construction, technology transfer, and process safety consulting. He holds bachelors and masters degrees in chemistry and chemical engineering from Dartmouth College, and is a registered professional engineer in Maryland.
