(81b) Development Strategies of Advanced Bio-Prototype Based on Particle Design Technology

The paper presents the establishment of “The Institute of Advanced Bio-Prototype Development (IABPD)” based on application of particle design technology (PDT) to promote the biological activity of bio-industry. The advanced bio-prototypes deals with such three fields as health functional food, herbal cosmetics, and pharmaceuticals including medical supplies related to the bio-high-technology. The subjects to be studied are mid-products and raw material powder of bio-prototype. The Institute accepts the proposal for the creative ideas from the participant. It is expected to be excellent proposals from various fields. After evaluating the validity and reality, a feasibility test for each proposal is carried out elaborately. The Institute decides finally to discuss with proposer and develop the proposal if it is judged to be specifically worthy in not only Korean market but also the world market. The particle design technology (PDT) is fully applied to attain final eligibility. Simultaneously other fundamental technologies and regulations of Government are also extremely examined in advance.

The following items are listed as the substantial target of the Institute: 1) Functionalization of particles by hybridization of advanced powder engineering and bio-technology to create leading bio-products, 2) Spread and promotion of energy saving technology based on improvement of bio powder process, 3) Promotion of cooperative project between interdisciplinary enterprises regardless of their scale, 4) Complete commercialization of bio-prototypes through optimized organization of the Industry-Academy-Government Cooperation System to be held in advance.

The Institute, IABPD, is managed under an Organization with a think tank facilitated a set of fundamental test laboratories and is cooperated with principally member companies of KAPPIE having practical test laboratories. The Institute organizes a prototype development technical committee and shares the information in connection with various participating organizations. Most of working capital is accommodated from government and other participating organizations supporting three bio-products, for example, the Ministry of Industry, Trade, and Natural Resources.

The number of research subject to be simultaneously managed a year is presumed to be 10 to 20 test labs. The total incidental budget for the industrial equipment and the personnel of research and operation is assumed to be about 30 million US dollar. This amount will be adjusted somewhat by changes in the size and performance of the facility. The breakdown is 75% for government and 25% for participants. If the activity of IABPD is operated normally after five years, a number of novel bio-products will be produced from their bio-prototypes that can be obtained by the indomitable fighting spirit of many of Korean young founder with world young men. It is also expected to be able to recover 10 or 100 times more capital of the initial investment budget.

Introduction

Every one equally wishes to be good health. In other words, anyone has modest wishes to want to live a happy life in good spirits even taking an age. According to the era of the trend, Bio-high-tech researchers in University have raised a lot of achievement by their sincere devotion to basic and application researches. However, such study results have not always created real potency biological bio-products, and they wait the good time in vain.

As one of the solution to this, here we propose a plan on the installation and its operation of the Institute of Advanced Bio-Prototype Development (IABPD). The IABPD accepts the proposal of seeds with such ingenious and creative idea or discovery results. Then the committee of IABPD examines the validity or feasibility for commercialization of the proposal whether the proposal is to be worthy not only Korean market but also the world market.

If the results of its review on the proposal are recognized as valuable bio-products even in the world, the committee of IABPD selects the proposal as bio-products of the bio-prototype development project and then executes the development of the bio-prototype. After confirming the efficacy and safety for the development of bio-prototype, the bio-prototype will be recognized as a research candidate of successful bio-prototype.

The success of the bio-products development is dependent upon thoroughly utilization of the particle design technology, that is, the formulation technology of materials and all related bio-process design technology at every stage and level. For the actual creation of the bio-prototype, the operations of various fields are urgently requested such as the experts for measurements and the analysis of available data for the scientific and technical analysis equipment, and the operators with various manufacturing experiences using of the machine and chemicals under optimum conditions with organic close cooperation.

The primary bio-prototype obtained after trial and trial procedures evaluates and confirms strictly its efficacy and safety. If necessary, the complementary operation can be carried out, and is repeated several times to confirm the efficacy and safety. Finally, it is possible to complete the bio-prototype which has satisfied all the criteria for the bio-prototype. For a series of the entire processes from the beginning of the bio-prototype to the final completed bio-prototype, all the processes for commercialization of this bio-prototype is reconfirmed by the opinion of the experts. The IABPD contributes to substantial industrialization of the bio-prototypes by transferring the overall technical know-how to the proponent or cooperative enterprises contracted in previous stage.

The researchers who have suffered a lot of difficulties in practical use so far are capable to be viewed the bio-prototype of his research achievement that helps the world. In addition, young businessmen may facilitate to provide the Seeds of their own ideas for bio-prototype, and they discuss and support in consultation with IABPD having their information and capital. Thus, they are excited to approach the establishment of the IABPD and the easy operation of the Institute by which they can realize the dream of the bio-prototype. Furthermore, if the research and development system of the Industry-Academy-Government is changed from ever coordinated and efficient system to the management of IABPD, and the R&D system is capable to support its rapid response, it is believed to be able to achieve the intended results in a short time.

Furthermore the establishment of the Institute has been appealed to the government in every opportunity [3-5] and to academic societies by presentation [6,7]. In addition, I would like to let the members of KAPPIE have the pride that they can contribute to the national development through bio-products, industrial materials and joins technology development to the members who actively participate in the installation of the practical operational test laboratory of bio-prototype.

Here, we will discuss the following specific prescription based on the particle design technology for the bio-prototype. By the cooperation of the western and oriental medical doctors, it has been widely used in the Far East Countries, which is Korea, Japan, and China. Review will be made based on the particle design technology, selection of materials, and fusion or complex technology of treatment processing. For example, it is known to listen well that Sijeondaibo-tang, the restoration of debilitated patients, and Galgeun-tang, prescription for initial colds.

In addition, the 10 WP-KBM of goal of this project is considered to be developed by for the supplementation of prescriptions and improvement of the drinking method created by cooperative western and oriental medical doctors for the classical prescriptions of over a thousand kinds

As important expected results and future development plans, the particles design technology confirmed by this Institute with the developed process of bio-prototype is expected to be contributing to the high technology products such as the development of other biotechnology products and industrial materials. Furthermore, small and medium-sized companies having no regular laboratory have a pride to contribute to country's development, and to new industrial materials development and high quality of existing products. Furthermore, the technology development for high added value products is widely expected with synergistic effects on the creation of brand technology products to meet the global standard.

As the conclusions, this Institute should promote the research and development with intensive investment for the creation of advanced bio-prototype by applying the preparation technique of the powder material, the composite particles, and the functional particles. In order to achieve this Institute smoothly, the joint research projects between this Institute and the research support institutions under the Ministry of Education, the Ministry of Health and Welfare, and the Ministry of Industry Trade Natural Resources should be tightly connected for the efficient use of national budget. The 10 items of bio-prototype development plan including some idea for the establishment and operation of the Institute during consideration are shown in Appendix 1 and references [2, 4, and 7].
