(54da) Research on Emergency Response Evaluation of Major Process Safety Accidents

The major accident emergency is the last line of defense for process safety control. In this paper, an evaluation index system for emergency response capacity of chemical accidents based analytic hierarchy process(AHP) method was established, according to the four different stages of major accident emergency in chemical process including precaution phase, preparation phase, response phase and recovery phase. By analyzing the weight of different index in evaluation index system, fuzzy comprehensive evaluation method was used to solve the quantification of the emergency response ability of major accidents as well as the protection analysis more completely of the chemical process. Through the study of these comprehensive safety technologies and the implementation of relevant technical measures, the emergency response capability of major chemical accidents can be improved and the safety risks during the production of hazardous chemicals can be reduced.
