(54bh) Creating Process Safety Culture, Leveraging on CCPS Vision 20/20

CCPS Vision 20/20 envisions to achieve excellent Process Safety performance by 2020. This should be collectively supported by industry, regulators, academia and the worldwide community leveraging on resources, knowledge and skills in order to fulfill Vision 20/20.
Covering five core themes – Committed Culture, Vibrant Management System, Discipline Adherence to Standards, Intentional Competency Development and Enhanced Application & Sharing of Lessons Learned, the assessment was carried out in PETRONAS across Businesses and Operating Units, inclusive of both Upstream and Downstream as well as Holding Companies.
The assessment covered various levels of management with respondents encompassing operators, technicians, engineers, middle management and top management from businesses across PETRONAS to ensure fair representation of result.
The assessment result provides us with an overview on how we evaluate ourselves against the five core themes, of which the essence is to gauge Process Safety implementation in PETRONAS. The assessment result was then mapped against PETRONAS HSE Management System (HSE MS) elements to gauge against the overall HSE MS effectiveness status.
The result was also benchmarked against other industry players, allowing PETRONAS to position itself with regards to Process Safety implementation. Ultimately, the assessment result was used to evaluate the level of Process Safety culture maturity in PETRONAS.
Once analyzed, the result allows us to identify gaps and room for improvements. Furthermore, it also validates ongoing initiatives to close the identified gaps and improve how Process Safety is being managed and implemented in PETRONAS. This assessment indirectly helps us to gauge and improve the level of Process Safety Culture in PETRONAS.
This paper describes PETRONAS Vision 20/20 benchmarking against CCPS, particularly on the assessment result and analysis conducted in PETRONAS to improve and pave the pathway towards achieving Process Safety excellence.
