(171e) Implementing a Benzene Fenceline Passive Sampling Program

EPA has implemented a rule that requires refineries to conduct continuous passive monitoring of benzene at multiple fenceline locations using a new passive sorbent based Method (EPA Method 325) in order to control fugitive emissions that migrate past a facility border. Although, the rule is currently only applicable to petroleum refineries, this approach to monitoring may be extended to other facilities in the future. In this presentation we will touch on passive sampling theory, provide a regulatory breakdown. We will also discuss the current rule strategy or requirements (EPA Method 325a) for number and placement of samplers using specific site examples. We will discuss pre regulation information gathering or pilot study strategies as well as some discussion of corrective action if a “HOT” spot or High benzene levels are found.
