(97b) Research on Design of Comprehensive Risk Assessment System for Urban Refinery

Abstract:There is a chemical industry encircle city phenomenon caused by urbanization in china, whose safety and health protection distances surrounded by personnels in the sensitive area now have already not complied with the requirements of the relevant regulations and standards, which was located in a relatively remote environment at the beginning. Due to these phenomenon , the urban refineries are not only on their own risk management problems, but also affect the surrounding residents and public safety facilities and living environment. Even once the serious accident occured, it would cause serious threat to lives and property of the surrounding people. Thus, it is urgent to establish a new set of theories and models which are relatively comprehensive and systematic to ensure the comprehensive risk of the urban refinery for better managing risks of the enterprises. Based on the comprehensive risk including the risk from industry, as inherent hazard, to nearby infrastructure, the extended risks to city caused by enterprises (hazardous chemicals transportation) and the influence of urban social activities on industry, and on account of the acceptable risk assessment as the assessment criteria from the field investigation and data collection and statistical analysis of advanced petrochemical enterprises of some advanced foreign industrial parks which are appropriate for China, the paper construct a risk assessment model for the urban refinery, which combines with the scope of damage assessment method, the risk degree assessment method, major hazard evaluation method, the domino effect probability analysis method and the quantitative area risk assessment method. Then by taking a typical City refinery in China as an example, the paper verifies the rationality and validity of the evaluation method and provides a reference and enlightenment for the urban refinery of the control of the safety risk and harmonious development with the city.
