Abstract: Major accident occurred in recent years is not due to difficult technique which human can not grasp, human error is the major cause. SINOPEC brings out the integrity mode of management system and safety culture, studying and implementing the simple and effective tools to improve behavioral safety. Near miss management tool promote plant to investigate human error which result in minor incident and near miss, HSE observation improve work behavior by all employees observing work activities deliberately, Safe 5 minutes help employees format habit of identify hazard and take safe measures before work proactively.  Whether these tools are effective depend on the management strength on putting them into practice.
