(81bb) From SEMP to SEMS: The New Offshore Regulatory Regime

The recent Deepwater Horizon event has led to major changes in the manner in which safety is managed and regulated in the Gulf of Mexico (GoM). This paper will overview some of these changes, and discuss likely developments in the offshore regulatory regime. Topics that the paper will cover include:

- The role of SEMP (Safety and Environmental Management Programs), API RP 75 and the API RP 14 "family" during the last 20 years in the Gulf of Mexico (GoM).

- The breakup of the MMS (Minerals Management Service) and the creation of the Bureau of Safety and Environmental Enforcement.

- The potential use of Safety Cases in the GoM.

- The content of SEMS (the MMS Safety and Environmental Management System) and its roots in SEMP.

NOTE: It is likely that major changes will be made in the regulatory environment between the time this abstract was written and the date of the presentation. Therefore the scope is almost certain to change.
