(86c) Smart Ldar: Pipe Dream or Potential Reality

Smart LDAR is a step out emissions monitoring technology that has been developed for use as alternative work practice (AWP) to the current work practice (CWP), Method 21. National and international studies have shown that the AWP will achieve emissions control equivalent to or better than the CWP and will save time and reduce costs. A Federal rule allowing its use has been proposed, commented on and expected to be promulgated by the time this presentation is given. Before the technology can be used for regulatory compliance, each state must pass enabling regulations to allow its use. This presentation will discuss a joint comparative monitoring program conducted by industry and the Louisiana DEQ to achieve this objective. Further, it will review a statistical analysis of leak growth rates over a six-year time frame.
