(492g) The National Programme on Technology Enhanced Learning: Beyond Open Educational Resource Creation and Without Borders

The National Programme on Technology Enhanced Learning is an academic initiative by the Indian Institutes of Technology and the Indian Institute of Science with the objectives of improving the quality of engineering and science education in India and to enhance the employability of a large number of graduates emerging from engineering and science institutions in India. The outcomes from the project are full length (semester-long) courses on all major engineering and science subjects at the undergraduate and postgraduate levels at present with a considerable number of video (>10,000 one-hour records so far)  and web based supplements and references for further reading, all made available in a free and open form under the Creative Commons License. Institutions all over the world are encouraged to receive the repository free of charge and use them without commercial intent. In addition, NPTEL is establishing collaborations with Google and a number of industries in India, and educational networking private partners such as Classle Inc. and is open to faculty, subject-matter experts outside of the IIT / IISc system for creating the best educational learning resources, which are also peer reviewed and authenticated. NPTEL in its further phases, will extend invitation to faculty abroad to contribute either as course modules or as special topics that would be useful for postgraduates and young researchers all over the world. It is also being extended to management, arts and humanities and several other disciplines. A very large effort is considerably underway to study the impact of the programme and to get user feedback from both educational and industrial users and to offer valuable certification programmes to help the young graduates in their career prospects. NPTEL is solely funded by the Ministry of Human Resource Development, Government of India and has received about 22 million US dollars (Rs. 116 crores) so far.
