Hardeep Anand

Hardeep Anand has over 30 years of local public and private sector experience in South Florida in a diverse set of topics in the engineering sector with an emphasis on integrated water resources management and planning.
As the Deputy Director for the Miami Dade Water & Sewer Department, he oversees the implementation of the $13.5B Capital Improvement Program that includes compliance with the EPA consent decree, implementing the Ocean Outfall legislation and a portfolio of over 225 projects throughout Miami-Dade County.
His portfolio of responsibilities includes the execution of large-scale infrastructure development projects, regulatory compliance, integrated planning, quality assurance, performance auditing and water reclamation as well as incorporating resilience best practices over the treatment, collection, transmission and distribution systems in Miami-Dade County. Additionally, Mr. Anand has provided valuable thought leadership on water resilience through his active engagement with the 100 Resilient Cities and the Rockefeller Foundation. He was instrumental in taking the lead for the development of the City Water Resilience Framework, which resulted in the selection of the Greater Miami and the Beaches as one of the five cities around the globe for this effort.
Hardeep’s professional experience brings a unique strength of strategically addressing complexed and challenging engineering issues by developing a long term and sustainable vision as well as building a team and capacity to address them. Most recently, he founded the Resilient Utility Coalition to operationalize water resilience challenges. The Coalition consists of water utilities, industry partners, academicians and the community. He is actively engaged with academic institutions to not only ensure that research is being done on topics of relevance like circular economies, cyber security, threat of emerging contaminants, predictive maintenance by deploying artificial intelligence and big data analytics in water but also on emerging topics like blockchain and creative financing of infrastructure projects.
He was named Engineer of the Year by the American Society of Civil Engineers and his efforts within Miami-Dade led to the recognition of the water utility as the Utility of the Future Today. Mr. Anand currently serves as a board member of the Water Research Foundation, and he is the founder of the Resilient Utility Coalition. He also serves as the Commissioner on the National Blue Ribbon Commission for Onsite Non-potable water systems and on the construction management advisory board with the University of Miami.
Originally from Tanzania, Mr. Anand is a registered professional engineer in the State of Florida and holds a Bachelor of Science degree in Civil Engineering along with Masters degrees in Environmental Engineering and Management of Information Systems.
