(83c) Quantitative Risk Study of a Big Pipeline System for the Major Petrochemical Complex in Latin America.

Quantitative Risk Analysis for Pipelines in a big Petrochemical Complex - Pipeline outside companies and between different companies .

This project comprises the elaboration of qualitative, semi-quantitative and quantitative Risk Analysis Studies for the Pipeways of the Camaçari Industrial Complex, involving more than 70 companies, with more than 1000 qualitative risk study scenarios, more than 300 quantitative risk studies involving scenarios of fire, explosion and toxic cloud, this is one of the largest risk studies in Tubovias in an integrated Petrochemical Complex in the world.

The work presents all the criteria for selecting the evaluated risk scenarios, the criteria for the acceptability of qualitative and quantitative risks, demonstrating a great learning from a technical standard that has existed for more than 15 years in a state with thousands of industries and companies.

Of the more than 1,096 scenarios identified in the APP, 588 scenarios are classified in the ALARP condition and 508 scenarios in the accepted risk condition.

APP sessions are preceded by a technical field visit, carried out by a CSR consultant, accompanied by the focal point of each company, familiarized with the guidelines of the lines in the pipelines.

Aspects related to the integrity of the lines in the pipelines have been discussed during the APP sessions, and the results and compliance with recommendations arising from inspections have been verified with the maintenance team.

The sessions were held with good representation of the disciplines of each company (operation, maintenance, process, HSE, etc.), favoring the smooth running of the activities.

More than 200 Initiator events were selected for Vulnerability Analysis and modeling of fire, explosion or toxic cloud effects.

As the next stage of the work, the scenarios that will be submitted to the Quantitative Risk Analysis (AQR) were defined, by section of the pipeline. These Pipeways have more than 50 km of pipelines with more than 50 different types of dangerous chemicals.

Undoubtedly, this risk study, due to the complexity of the involvement of more than 15 companies, with more than 100 professionals involved from more than 15 companies and due to the great learning experience, could be a great reference for risk studies, involving pipelines or risk studies involving lines that transport dangerous products in locations with the presence of community and employees and contractors from dozens of different companies.

As a result of this study for the various companies, hundreds of recommendations were recommended in qualitative and semi-quantitative risk studies and dozens of recommendations in quantitative studies that allow companies to strengthen their risk management in these facilities and meet the legal requirements of licenses for operation of the more than 70 companies that make up the Camaçari petrochemical complex, located in the state of Bahia, Brazil.
