This paper provides a detailed step-by-step approach of how to conduct an effective quantitative risk assessment (QRA) of a typical LNG terminal and a typical FSRU.
The approach includes an overview of (1) a typical LNG terminal, (2) a typical FSRU, (3) how LNG hazards can develop on land and during shipping from LNG tankers, (4) how to develop and select hazard scenarios causing loss of containment and leading to LNG releases, (5) how to perform the consequence analysis for LNG releases, (6) and how to develop adequate failure rate data and frequencies for each of the scenarios developed.
An actual QRA is then performed for a typical LNG terminal and a typical SFRU by coupling the consequences and failure rates developed above. The calculated individual and societal risks are then compared to internationally recognized risk tolerability criteria.
