PREPARING FOR OSHA'S CHEMICAL NEP INSPECTIONS

On July 27, 2009, OSHA issued a National Emphasis Program for the chemical industry ("the Chemical NEP"). Pursuant to the Chemical NEP, OSHA will conduct PSM inspections of numerous chemical facilities.

It provided an overview of OSHA's Chemical NEP, and outlined recommended proactive measures to prepare for a Chemical NEP inspection. The information reviewed ways to make facilities safer and reducing potential OSHA liability.  These proactive measures focused on the lessons learned from the speakers' extensive experience with the PSM Standard and with OSHA's current National Emphasis Program for the refining industry, particularly the citation patterns, OSHA's interpretations of the PSM Standard, and its aggressive use of industry standards.
