In EOS/ESD S11.11-1993, a static dissipative packaging material is defined as having a surface resistivity equal to or greater than 1.0x104 W and less than 1.0x1011 W, while an insulating packaging material has a surface resistivity equal to or greater than 1.0x1011 W.
